Sheltering indoors: windows, protected rooms and exits

General civilian protection during shelling includes appropriate shelter and staying away from windows. No room guarantees protection in every situation.

1 Clarify shelter arrangements beforehand

Check officially designated facilities and access conditions. Do not assume a random basement or metro station is an open shelter. Plan an alternative if reaching the designated place is impossible.

2 Use the nearest safe protection

During immediate danger indoors, follow official instructions and use an accessible, safe protected space. Stay away from windows and glass. Do not spend time watching the event from a balcony.

3 Watch for additional hazards

Fire, smoke, flooding or structural damage may make the location unsafe. Maintain a way to communicate and follow rescue instructions. Keep exits clear of belongings.

Practical checklist

  • The location’s purpose clarified.
  • Access checked in advance.
  • A safe exit kept clear.
  • A backup contact prepared.
